{"id":29708,"date":"2026-06-30T23:34:09","date_gmt":"2026-06-30T22:34:09","guid":{"rendered":"https:\/\/www.propertysurveying.co.uk\/newsletter\/?page_id=29708"},"modified":"2026-06-30T23:39:05","modified_gmt":"2026-06-30T22:39:05","slug":"cost-of-maintaining-and-upgrading-the-houses-of-parliament","status":"publish","type":"page","link":"https:\/\/www.propertysurveying.co.uk\/newsletter\/?page_id=29708","title":{"rendered":"Cost of Maintaining and Upgrading the Houses of Parliament"},"content":{"rendered":"<h2>Cost of Maintaining and Upgrading the Houses of Parliament<\/h2>\n<p>&nbsp;<\/p>\n<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-29687\" src=\"https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/westminster-houses-of-parliment.png\" alt=\"\" width=\"1200\" height=\"400\" srcset=\"https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/westminster-houses-of-parliment.png 1200w, https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/westminster-houses-of-parliment-300x100.png 300w, https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/westminster-houses-of-parliment-768x256.png 768w\" sizes=\"auto, (max-width: 709px) 85vw, (max-width: 909px) 67vw, (max-width: 1362px) 62vw, 840px\" \/><\/strong><\/p>\n<p>When working on a Buildings Reinstatement Valuation, or a schedule for maintenance, be grateful you are not preparing one for our iconic Palace of Westminster, home of our Parliament.<\/p>\n<p>The Palace of Westminster represents democracy in the UK.<\/p>\n<p>It is a Grade 1 listed building and a UNESCO World Heritage Site.<\/p>\n<p>It also costs approximately \u00a31.5 million per week to maintain and repair.<\/p>\n<p>A press release on 15 June 2026 stated that the Palace of Westminster \u2018requires extensive restoration to address serious risks, including failing mechanical and electrical systems, fire safety issues and high levels of asbestos\u2019.<\/p>\n<p>This \u00a31.5 million is rising.\u00a0 As we all know, building and maintenance costs have soared for both materials and labour.\u00a0 As a consequence, every delay in moving forward with repairs sees prices rise again, to the tune of an estimated \u00a370 million per annum simply in terms of costs of metaphorical fire-fighting.\u00a0 The total cost including upgrades and renovation rise to \u00a3250-300 million per year of delay.<\/p>\n<p>Historically the Palace has been maintained by in-house teams who work around parliamentary business to keep visitors and those who work there safe. \u00a0\u00a0On average, these maintenance teams respond to 2,900 \u2018reactive jobs\u2019 and work on \u2018380 small projects\u2019 per month.<\/p>\n<p>This is not sustainable: the issues outstrip the management of them.\u00a0 And that\u2019s before considering the need to adapt a historic building for modern working practices.<\/p>\n<p>The website reports that since 2016 there have been<\/p>\n<ul>\n<li>36 fire incidents;<\/li>\n<li>12 asbestos incidents; and<\/li>\n<li>19 stonemasonry incidents.<\/li>\n<\/ul>\n<p>In addition, 88% of Palace access involves steps!\u00a0 What price accessibility?<\/p>\n<p>Is it a practical and cost-effective location for Britain\u2019s democratic decision-making and the thousands of people who work within it?\u00a0 In a public poll, 72% said \u2018yes\u2019, so in 2012 Parliament dismissed the idea of relocating, concluding that the Palace must remain the seat of Government and be preserved for the nation.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Action?<\/strong><\/p>\n<p>It took some 10 years to agree a committee structure and assess options for the restoration programme.<\/p>\n<p><strong>The aims of the R&amp;R Programme are to<\/strong>:<\/p>\n<ul>\n<li>\u2018Restore the iconic home of Parliament while ensuring value for money and supporting thousands of jobs and businesses across the UK.<\/li>\n<li>Preserve the Palace as an internationally recognised symbol of the UK and the home of Parliament for future generations.<\/li>\n<li>Directly benefit the thousands of staff who work here and one million people who visit each year, by improving accessibility, fire safety, reliability and efficiency of services, security, visitor access, and health and safety.\u00a0\u2018<\/li>\n<\/ul>\n<p>This will be done by providing \u2018lasting opportunities\u2019, including economic ones, to all countries and regions of the UK by:<\/p>\n<ul>\n<li>Supporting between 1,500 and 4,000 jobs per year;<\/li>\n<li>Aiming to provide 1,000 apprenticeships and traineeships for people across the UK;<\/li>\n<li>Boosting specialist skills;<\/li>\n<li>Revitalising traditional crafts and specialist trades.<\/li>\n<\/ul>\n<p><em>https:\/\/www.parliament.uk<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>On February 5<sup>th<\/sup>, 2026, the Restoration and Renewal Client Board published their report and is now seeking parliamentary approval to reduce the number of Programme options to two from the original four:<\/p>\n<ul>\n<li>Full decant: \u00a311.1 billion to \u00a315.6 billion, 19 to 24 years<\/li>\n<li>Enhanced Maintenance and Improvement plus (EMI+): \u00a319.5 billion to \u00a339.2 billion, 38 to 61 years<\/li>\n<\/ul>\n<p>Relocating (\u2018decanting\u2019) politicians and staff from the Palace is obviously hugely disruptive as well as expensive and logistically challenging, but issues such as removing asbestos cannot be undertaken lightly.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The first seven years\u2019 focus:<\/strong><\/p>\n<ul>\n<li>Building temporary accommodation to support future moves of both Houses necessary under both options;<\/li>\n<li>Preparations for the restoration of the 500-year-old Cloister Court and refurbishing the inside of the Victoria Tower;<\/li>\n<li>Starting underground construction and tunnel shafts, and building river platforms for future construction work;<\/li>\n<li>Designing and building a standalone, off-site heritage collections storage and conservation facility.<\/li>\n<\/ul>\n<p>Expenditure for this phase is capped at \u00a33 billion (\u00a3429 million per annum).\u00a0 The wheels of politics turn slowly, but with prices rising, it would be a good idea to make some decisions and get on with it.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-29681 aligncenter\" src=\"https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/london-big-ben.png\" alt=\"\" width=\"666\" height=\"416\" srcset=\"https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/london-big-ben.png 800w, https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/london-big-ben-300x188.png 300w, https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/london-big-ben-768x480.png 768w\" sizes=\"auto, (max-width: 666px) 85vw, 666px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Key Events in the History of The Palace of Westminster.<\/strong><\/p>\n<ul>\n<li>The term Palace derives from the 11<sup>th<\/sup> century when William the Conqueror adopted as a residence a former Benedictine Abbey that had evolved from an Anglo-Saxon church.<\/li>\n<li>The 8<sup>th<\/sup> century church was dedicated to St Peter which was west of St Paul\u2019s (the East Minster) and therefore became the \u2018West Minster\u2019.<\/li>\n<li>From 1259, Edward III hosted parliamentary events, such as state openings, in his private apartment, the Painted Chamber, at Westminster.<\/li>\n<li>In 1834 the Palace burned down and centuries of remodelling by some of the greatest names in British Architecture were lost. The only parts of the old Palace to survive were Westminster Hall, the Jewel Tower, the Undercroft Chapel, and the Cloisters and Chapter House of St Stephen&#8217;s.<\/li>\n<li>Parliament rejected William IV\u2019s attempt to offload his late brother\u2019s palace at Buckingham Gate as the new venue. Instead, a competition was held to decide a new design for the original site.<\/li>\n<li>The winning Gothic design was submitted by Augustus Pugin through the architects James Graham and Charles Barry because Pugin had converted to Roman Catholicism. Catholicism at that time would have been the death-knell to his chance of winning and he had to see Barry awarded the \u00a31,500 prize.\u00a0 According to the\u00a0<em>Architectural Magazine, \u2018Barry\u2019s\u2019 <\/em>design consisted of &#8220;a quadrangular pile, with the principal front facing the Thames, and a tower in the centre, 170ft high&#8221;.<\/li>\n<li>Why Gothic? Because the Prime Minister, Robert Peel, ensured that the committee controlling the competition was not comprised of some top names who disliked him and were fans of classical architecture.\u00a0 We therefore lost out on a possible Neo-Classical Parliament building designed specifically to showcase the Elgin Marbles, which given the current climate is just as well.<\/li>\n<li>Work began in 1840 and the final details were finished some thirty years later.<\/li>\n<li>During World War II the Palace of Westminster was hit by bombs on 14 separate occasions, sustaining significant damage and costing three lives.<\/li>\n<li>Post War repair work accounts for the last major restoration work (apart from the cleaning process started in 1981) which explains the need for the phenomenally expensive project.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Cost of Maintaining and Upgrading the Houses of Parliament &nbsp; When working on a Buildings Reinstatement Valuation, or a schedule for maintenance, be grateful you are not preparing one for our iconic Palace of Westminster, home of our Parliament.
