{"id":257,"date":"2009-11-25T16:49:02","date_gmt":"2009-11-25T15:49:02","guid":{"rendered":"http:\/\/www.propertysurveying.co.uk\/newsletter\/?page_id=257"},"modified":"2009-11-25T16:49:02","modified_gmt":"2009-11-25T15:49:02","slug":"hips-to-be-scrapped","status":"publish","type":"page","link":"https:\/\/www.propertysurveying.co.uk\/newsletter\/?page_id=257","title":{"rendered":"HIPs To Be Scrapped?"},"content":{"rendered":"<p><strong style=\"mso-bidi-font-weight: normal;\"><span style=\"text-decoration: underline;\"><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">HIPS TO BE SCRAPPED ?<\/span><\/span><\/span><\/strong><\/p>\n<p><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">The housing spokesman for the Conservative Party, Grant Shapps, has said that they would scrap the Home Information Packs (HIPs) \u00e2\u20ac\u0153in a matter of weeks\u00e2\u20ac\u009d after coming to power.<span style=\"mso-spacerun: yes;\">\u00c2\u00a0\u00c2\u00a0 <\/span>He has said that it would be his first job should the Conservative party win the next general election. <\/span><\/span><\/p>\n<p><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">This follows claims by some estate agents that the packs are impeding the housing market recovery, as the cost of a HIPs report commits the vendor to expenditure of, typically, some \u00c2\u00a3400, even if they do not sell.<span style=\"mso-spacerun: yes;\">\u00c2\u00a0 <\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">HIPs were first introduced by the Labour Party as a way of improving the buying and selling procedure, on 1<sup>st<\/sup> August 2007.<span style=\"mso-spacerun: yes;\">\u00c2\u00a0 <\/span>Since then the UK\u00e2\u20ac\u2122s housing market has slipped into a steep decline. <span style=\"mso-spacerun: yes;\">\u00c2\u00a0<\/span>However, property prices have generally slightly increased since April, one of the reasons being that there is not a lot of housing stock on the market. <\/span><\/span><\/p>\n<p><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">The Conservatives do not have proposals to change Energy Performance Certificates, which have proved more popular with the market than other parts of the HIPs packs.<span style=\"mso-spacerun: yes;\">\u00c2\u00a0 <\/span>These are considered by some as an important way of helping to meet European Union targets to reduce carbon emissions.<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">Mr Shapps also added that a Conservative government would raise the threshold at which stamp duty becomes payable to \u00c2\u00a3250,000.<span style=\"mso-spacerun: yes;\">\u00c2\u00a0 <\/span>This would inevitably help first time buyers.<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">One of the Managing Chartered Surveyors of <span style=\"mso-spacerun: yes;\">\u00c2\u00a0<\/span><\/span><a href=\"http:\/\/www.propertysurveying.co.uk\/\"><span style=\"font-size: small; color: #800080;\">www.propertysurveying.co.uk<\/span><\/a><span style=\"font-size: small;\"> said:<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">\u00e2\u20ac\u0153If HIPs are scrapped it will increase the supply of properties being brought to the market.<span style=\"mso-spacerun: yes;\">\u00c2\u00a0 <\/span>An additional benefit to the property market as a whole will be the removal of a huge disincentive for prospective sellers to test the market by putting their houses up for sale.<span style=\"mso-spacerun: yes;\">\u00c2\u00a0 <\/span>Due to the adjustment of the supply and demand balance this may slow down any house price rises that we have seen over 2009.<span style=\"mso-spacerun: yes;\">\u00c2\u00a0 <\/span>However, it is also more likely to help fulfil existing demand and result in a greater volume of transactions.\u00e2\u20ac\u009d<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">\u00c2\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial; mso-ansi-language: EN;\" lang=\"EN\"><span style=\"font-size: small;\">November 2009 <\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>HIPS TO BE SCRAPPED ?
