{"id":11945,"date":"2015-02-16T12:00:51","date_gmt":"2015-02-16T11:00:51","guid":{"rendered":"http:\/\/www.propertysurveying.co.uk\/newsletter\/?page_id=11945"},"modified":"2015-09-11T11:56:09","modified_gmt":"2015-09-11T11:56:09","slug":"policy-exchange-want-new-garden-village-powers-for-councils","status":"publish","type":"page","link":"https:\/\/www.propertysurveying.co.uk\/newsletter\/?page_id=11945","title":{"rendered":"Policy Exchange want new Garden Village powers for Councils"},"content":{"rendered":"<h3 style=\"text-align: justify;\">In a paper by think-tank \u00e2\u20ac\u02dcPolicy Exchange\u00e2\u20ac\u2122, a new policy of devolved power to local authorities has been put forward, which would enable them to create \u00e2\u20ac\u02dcgarden villages\u00e2\u20ac\u2122 of between 1,500 and 5,000 homes.<\/h3>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\" size-medium wp-image-11947 alignright\" src=\"http:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/garden-village1-300x199.jpg\" alt=\"garden village\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/garden-village1-300x199.jpg 300w, https:\/\/www.propertysurveying.co.uk\/newsletter\/wp-content\/uploads\/garden-village1.jpg 450w\" sizes=\"auto, (max-width: 300px) 85vw, 300px\" \/>They state that England should not rely on top-down government proposals for new\u00c2\u00a0garden cities alone, which in their words \u00e2\u20ac\u02dc<em>echoes the kind of \u00e2\u20ac\u0153state knows best\u00e2\u20ac\u009d approach of command economies<\/em>\u00e2\u20ac\u2122.<\/p>\n<p style=\"text-align: justify;\">Instead, author and National Housing Federation chair Lord Matthew Taylor believes local authorities should be empowered to use an updated New Towns\u00c2\u00a0Act\u00c2\u00a0to elect sites for new small market towns and villages as part of their local development framework documents.<\/p>\n<p style=\"text-align: justify;\">Development\u00c2\u00a0corporations, set by councils, would be charged with master-planning, setting quality design standards for\u00c2\u00a0construction, and allocating some of the plots to self-builders and housing associations, for a \u00e2\u20ac\u02dcnew wave\u00e2\u20ac\u2122 of garden villages, the report adds.<\/p>\n<p style=\"text-align: justify;\">The paper emphasises that the current strategy of\u00c2\u00a0building\u00c2\u00a0around existing communities on the green spaces at the edge of a town is resulting in high land values. This is leading to \u00e2\u20ac\u02dcdevelopers building higher density and lower quality houses\u00e2\u20ac\u2122, the document says, which is threatening the quality and character of the places in which we live.<\/p>\n<p style=\"text-align: justify;\">Taking that development out of incumbent settlements and into the countryside would allow the preservation of the character of our current towns and villages, whilst pushing up standards and moving some way towards solving the current \u00e2\u20ac\u02dchousing crisis\u00e2\u20ac\u2122.<\/p>\n<p style=\"text-align: justify;\">Lord Taylor comments:<\/p>\n<p style=\"text-align: justify;\"><em>\u00e2\u20ac\u02dcThis is not a top down prescription by national government, but empowering both local people and thence the market to generate fantastic new communities that respond to the market and what local people want.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>\u00e2\u20ac\u02dcA single new garden village in each rural English local authority would create around a million extra homes \u00e2\u20ac\u201c the homes we need, with the space and gardens, infrastructure, services and employment that people want, all without destroying the places we know and love.\u00e2\u20ac\u2122<\/em><\/p>\n<p style=\"text-align: justify;\">Interested to hear about different construction methods being trialled to combat the housing crisis?
